“Support us to improve the Water Transport Act.” Ag. Assistant Commissioner Barasa asks stakeholders in Jinja.

Masese — The Ministry of Works and Transport on 21October 2026 engaged stakeholders at the Masese Search and Rescue Centre in Jinja City to review the draft regulations for operationalising the Inland Water Transport Act, 2021, with a focus on enhancing safety, security, and efficiency on Uganda’s inland waterways.

The Ministry delegation was led by Mr. Barasa Fred, Acting Assistant Commissioner for Ships, Ports and Security (SPS), representing the Commissioner for Maritime Administration.

The engagement brought together stakeholders to share expertise, highlight operational challenges, and propose recommendations to inform the finalisation of the draft regulations.

Their input helped ensure that the proposed measures are practical and responsive to the needs of the sector while strengthening maritime safety, compliance, emergency response, and the protection of passengers, vessels, and cargo.

The consultation reflects the Ministry’s commitment to inclusive policymaking and collaboration with sector stakeholders to support a safer, more secure, and efficient inland water transport system in Uganda.
