Commissioner / Chief Mechanical Engineer

The Department will perform the following key functions:

 

  1. Initiate, develop and review policies, laws and regulations for Mechanical Engineering in the Public and Private sector
  2. Set standards and guidelines for Mechanical Engineering in the Public and Private sector
  • Provide technical support and render advice to MDAs, LGs and the private sector in mechanical engineering systems
  1. Inspect and certify the condition of Government vehicles, plant and equipment
  2. Maintain updated records of Government vehicles, plant and equipment
  3. Capacity building for plant operators, mechanics and drivers
  • Manage and operate the Ministry’s mechanical workshops, zonal equipment centers, vehicles, plant and equipment
  • Manage and operate public ferries and other water vessels
  1. Render Technical support   to the  National  Organizing Committee            in management of transport during national functions; and state functions
  2. Provide Technical support to Government’s emergency responses
  3. Management of the Government protocol
  • Support implementation of Government Force Account policy on maintenance of DUCAR network

Divisions

Government Vehicles Management Division
Key Objective: To ensure the development and implementation of policies, guidelines and systems for the efficient and effective life cycle management of the entire Government fleet of Motor Vehicles and thereby contribute to overall public sector efficiency and also manage the Transport function for the Ministry and provide support to National Functions. Functions: i. Render technical guidance to the Government in the area of Mechanical Engineering covering vehicle fleet management; valuation; arbitration, boards of survey; and other Government motor vehicle lifecycle management aspects; ii. Review and improve Government vehicle management systems to ensure the efficient and effective operation of the Government Motor Vehicle fleet; iii. Carry out annual inspection and periodic census of Government vehicles; iv. Generate, process, analyse and store vital data for decision making; v. Maintain updated Government Vehicle, Plant Equipment and Machinery Registry records; vi. Support National Organizing Committee activities during National Functions and manage the protocol fleet; vii. Manage the Ministry’s Transport function; viii. Generate data and reports to guide management decisions by Government;
Mechanical Engineering Standards Division
Key Objective: To oversee the development, implementation, compliance to Mechanical Engineering Laws, Standards, Regulations, Polices, Guidelines and guide the practice of Mechanical Engineering in Government, Private Sector and also to develop and manage Government’s Mechanical Engineering Testing and Research Centres. Functions: i. Oversee the formulation and implementation of Policies, Laws, Regulations and guidelines related to Mechanical Engineering; ii. Develop and implement strategies for ensuring compliance to Mechanical Engineering Standards; iii. Render Technical advice to Government and the Public in the Mechanical Engineering aspects related to vehicles, plant, equipment and machinery; iv. Provide Technical Advisory Services during design, specification, evaluation, modification of vehicles, engineering plant and machinery and specialized technical verifications; v. Develop and implement testing capabilities for Mechanical Engineering aspects of Vehicles, Equipment and Materials including the Development and Management of Master Testing Centres and Research; vi. To provide technical support related to Mechanical Engineering during building design, construction and maintenance covering Heating, Ventilation, Air Conditioning (HVAC), Lifts, Hoisting equipment amongst others; vii. Liaise with academic and research institutions in and outside Uganda on aspects of Mechanical Engineering testing and research; viii. Develop and promote the implementation of a quality management system for all Mechanical engineering services rendered by the Government and Industry for conformity to the requirements of applicable International Standards; ix. Generate, process, analyse and store vital data for decision making;
Equipment Maintenance and Operations Division
Key Objective: To ensure development and implementation of policies, regulations, guidelines and maintenance systems for the efficient and effective management and operation of Road equipment and Government Mechanical Engineering Workshops and thereby ensure maximum availability and productivity of Government plant, machinery and equipment. Functions i. Ensure the development and implementation of Policies, guidelines, strategies and planned preventive maintenance systems for the effective and efficient operation of Government Mechanical Workshops; ii. Oversee the Management of the Ministry’s Mechanical Workshops; the Production function and the Maintenance of the Ministry and Local Governments fleet of equipment; iii. Plan, procure, and store equipment and inputs for maintenance operations; iv. Plan, develop or upgrade Government owned Mechanical Workshops; v. Responsible for Mechanical maintenance of Government owned and operated weighbridges along the National Road Network; vi. Generate, process, analyse and store vital data for decision making; vii. Ensure that Health, Safety and Environmental requirements are adhered to; viii. Manage, coach and develop a high performing Maintenance team that meets agreed objectives and which delivers best practice results, added value and continuous improvements; ix. Develop and oversee the implementation of management and monitoring systems for the effective and efficient operation of Government owned plant, equipment and machinery. Plan, procure plant, equipment and machinery for the Ministry and Local Governments; Develop and implement guidelines for equipment sharing among local governments; x. Manage operations of Government owned Force Account Equipment; xi. Manage operations of Government owned Zonal Equipment; xii. Develop and manage operations for Government owned equipment hire-pools; xiii. Carrying out technical assessment, assembly and installation of compact/bailey bridges and other specialized mechanical operations using force account scheme. xiv. Develop and implement Training programmes and oversee the establishment and Management of the Ministry’s Operator Training Centres;
Ferry Services Division
Job Purpose: To ensure development and Implementation of Policies, Regulations, guidelines and systems for the effective management and monitoring of all Government owned Ferries, oversee the management and operation of Ministry owned and all other delegated ferries Key Duties: i Plan, procure, develop, operate, and manage ferries; ii Manage the activities of Ministry-operated and all other delegated ferries; iii Coordinate ferry route planning and development; iv Carry out mandatory periodic inspection of ferries; v Carry out mandatory periodic maintenance and insurance of ferries; vi Enforce safety, environmental, and operational standards; vii Develop and implement training programmes for ferry staff; and viii Generate, process, analyse, and store vital data for decision-making.
