Statistics Monitoring and Evaluation

The Department of Statistics, Monitoring and Evaluation commits to;

a) Initiate, formulate and review policy, strategy and guidelines to promote enterprise risk management in the Ministry and ITIS Programme

b) Mainstream national, regional and international statistics, monitoring & evaluation and risk management policies, standards, best practices, guidelines and methodologies into ITIS Programme Development policies, plans, interventions and projects.

c) Develop, review and coordinate the implementation of the Programme Strategic Plan for Statistics, the ITIS Programme M&E Framework and Ministry Enterprise Risk Management Plan for FY 2025/26 – 2029/30.

d) Provide technical advice and support to Ministries, Departments, Agencies and Local Governments on transport Statistics, Monitoring and Evaluation and Enterprise Risk Management.

e) Design and maintain a comprehensive Works and Transport Statistical System (WTSS).

f) Develop and maintain a comprehensive risk register for the Ministry and ITIS Programme.

g) Plan and execute censuses and surveys for all modes of transport under the ITIS Programme within FY 2025/26 – 2029/30.

h) Develop and disseminate guidelines and standards for data collection & processing, reporting, conducting surveys, censuses, monitoring and evaluation for the ITIS Programme.

i) Conduct Evaluative studies/research to empirically measure the effectiveness, relevance and intermediate and final outcomes of programs, policies, interventions and projects under the ITIS Programme.

j) Produce quarterly performance assessment/monitoring reports on Ministry and ITIS Programme development and recurrent interventions within two weeks after the end of every quarter;

k) Compile and disseminate semi-annual and Annual ITIS Programme Performance Reports by 31st January and 30th August of each year respectively;

l) Hold Annual ITIS Programme Performance Review by 30th August every year;

m) Produce and disseminate annual Programme Statistical abstract and Ministry M&E Plan by 30th August of each year.

n) Conduct annual, midterm and final implementation reviews of the ITIS Programme Development Plans and Projects.

o) Coordinate ITIS Programme Committees specific to SME i.e. Statistical Committee, M&E Technical Working Group, and Project Preparation Committee.

p) Provide technical advice and support in the coordination and implementation of the Public Investment Management System (Project appraisal, preparation, approval, monitoring and evaluation) in the ITIS Programme;
