a) Plan, develop, rehabilitate and maintain national roads in accordance with approved standards, policies and available resources to ensure safety, reliability and value for money.
b) Implement road and bridge works on national roads and other projects of national importance and directives
c) Safeguard national road reserves, road furniture and associated installations from encroachment, misuse and damage, and enforce compliance with applicable laws and regulations.
d) Regulate and authorise the use of road reserves for utilities and other approved infrastructure in a fair, transparent and timely manner, ensuring that such use does not compromise road safety, maintenance or future expansion.
e) To strengthen the national road asset management
f) Weighing of goods vehicles to determine compliance with legal axle limits and issuance of overload notices and directives for load adjustments where necessary.
g) Work collaboratively with Ministries, Government Departments and Agencies, Local Governments, utility providers, the private sector and the public to harmonise infrastructure development within road reserves and minimise disruptions to road works.
h) Efficiently process applications, permits and approvals within the stipulated timeframes and communicate clearly with clients on requirements, decisions and any delays.
i) Provide authorised information to clients, maintain proper records, and ensure decisions are guided by law, policy and technical standards without favour or undue influence.
j) Prioritise road safety, environmental protection and public convenience in all decisions relating to national roads and road reserves.
k) Treat all clients with courtesy and respect, receive and respond to complaints promptly, and take corrective action where service standards are not met.
l) Regularly review procedures, standards and service delivery mechanisms to improve efficiency and effectiveness in managing the national road network.
m) Deliver safe, cost-effective, and standards-compliant road and network designs underpinned by accurate data, strong asset management, and proactive risk.
n) Conduct timely assessment, lawful acquisition, and fair and adequate compensation of all persons affected by road construction projects, in strict accordance with the Constitution of the Republic of Uganda and all other applicable laws and regulations
o) Maintain a comprehensive and updated database for National network;
p) Provide materials necessary for quick response to emergencies on the National Road Network.
