District, Urban and Community Access Roads

The Department is headed by the Commissioner District, Urban and Community Access Roads

The Department of District, Urban and Community Access Roads commits to;

i. Initiate, develop, review, formulate laws, policies, regulations and guidelines for the development and rehabilitation of DUCAR infrastructure;

ii. Develop and rehabilitate roads and bridges on the DUCAR network.;

iii. Lead the development of roads and bridges on the DUCAR network through coordination and support to Ministries, Departments, Agencies, and Local Governments involved in the planning, design, construction, rehabilitation, and operation of DUCAR road infrastructure;

iv. Undertake emergency construction works on the DUCAR network and provide the necessary materials to enable rapid response to emergencies.;

v. Implement and scale up the adoption of appropriate, cost-effective technologies to improve all-weather accessibility of roads and bridges on the DUCAR network.

vi. Develop capacity of both public institutions, contractors, consultants and community-based entities in the use and application of appropriate technologies on the DUCAR network;

vii. Monitor, evaluate and report on the interventions on DUCAR infrastructure to ensure compliance with standards and value for money;

viii. Establish, operate and maintain a comprehensive Road Asset Management System and DUCAR roads Database to support evidence-based planning, prioritization, budgeting, lifecycle costing and performance monitoring, and;

ix. Promote non-motorized transport and universal access through incorporation of pedestrian facilities, cycling infrastructure and inclusive design standards within District, Urban and Community Access Roads.

x. Evaluate and recommend approval of applications for road reclassification on the DUCAR network.

xi. Review and recommend approval of designs for DUCAR roads.

xii. Provide technical support to Ministries, Agencies, and Local Governments involved in the development and maintenance of road infrastructure;
