BUKASA, Wakiso District — The Minister of State for Transport, Hon. Julius Wandera Maganda, has pledged to follow up on delayed compensation for Project Affected Persons (PAPs) affected by the Standard Gauge Railway (SGR), Kampala–Jinja Expressway (KJE) and Bukasa Port projects.
The Minister made the commitment on Friday, 23 October 2026, during a meeting with affected persons and local leaders in Bukasa, following a petition over delays in compensation.
The PAPs raised concerns over delayed payments, disparities in property valuations, disputes involving land that had already been sold and uncertainty over when outstanding compensation would be paid. Some claims reportedly date back to 2013.
Presenting the PAPs’ concerns, Simon Peter Kudum, Secretary of the Grievance Management Committee, asked when those who had waited for years would receive their compensation. He noted that while some affected persons had been paid, others were still waiting. SGR affected persons also requested monetary compensation instead of being provided with replacement land and iron sheets.
The Mayor of Kira Municipality, Allan Bulamu, appealed to the Minister to ensure that the concerns of the affected persons were handled properly and resolved as soon as possible.
Hon. Maganda pledged to follow up with the Chief Government Valuer (CGV) to ensure that the outstanding compensation report is released within the next two months. He also committed to meeting PAP leaders at the Ministry within two weeks to discuss the concerns raised and explore possible solutions.
The Minister urged affected persons with complaints relating to property ownership, valuation or compensation to submit them in writing to the responsible project teams and Ministry departments for verification and action.
The Commissioner for Transport Services at the Ministry of Works and Transport, Nelson Rwenaga, outlined the key concerns raised in the petition, including perceived inequalities in compensation, land ownership disputes and delays in payment.
John Tamale, the SGR Land Valuer reported that 749 PAPs had been identified across Bukasa, Namataba and Kito, of whom 101 had received compensation. He explained that the land compensation component was awaiting a Cabinet decision. It also indicated that affected persons with complaints or omissions could request verification.
Meanwhile, the Kampala–Jinja Expressway Team Leader, Norah Njangali, said the report on outstanding compensation for people affected by the project was with the Chief Government Valuer. She added that compensation would be based on current property rates rather than outdated rates.
The meeting was also attended by the Kira Municipality Member of Parliament, Hon. Kananura Daniel; project representatives and other local leaders.
