The Ministry of Works and Transport (MoWT), through the Department of Mechanical Engineering Services, on 24 September 2026 engaged stakeholders on the Cabinet-approved Principles for the Plant, Machinery and Vehicles (PMV) Management Bill, 2026.
The External Stakeholder Workshop, held at the Road Fund Conference Hall, Nakasero, brought together key stakeholders to discuss the 27 Principles approved by Cabinet and gather technical input to inform the drafting of the proposed Bill.
Eng. Jacob Lumonya, representing the Chief Mechanical Engineer at MoWT, called for active stakeholder participation in the development of the Bill, noting that plant, machinery and vehicles are productive assets that support infrastructure development and service delivery across various sectors.
He highlighted their contribution to sectors including agriculture, industry, mining, energy, health, transport and public service delivery, emphasising the need for a coordinated lifecycle approach to PMV management—from planning and acquisition to operation, maintenance, inspection, replacement and disposal.
Eng. Lumonya urged stakeholders to identify areas of interface with existing laws, regulations and institutional mandates and provide technical input to ensure that the proposed legislation is clear, practical and implementable.
In his remarks, Eng. Allan Ndangizi, Ag. Assistant Commissioner, Ferry Services at MoWT, noted that the cross-cutting nature of PMV management requires clear institutional roles and effective coordination among stakeholders.
He said the engagement provided an opportunity to build a common understanding of the Cabinet-approved Principles and gather stakeholder views to support the next stage of the legislative process.
The 27 approved Principles were presented by Evans Jjemba, Assistant Commissioner, Policy Analysis at MoWT, who guided participants through the key areas under consideration as the Ministry progresses with drafting of the Bill.
Cabinet approved the Principles under Cabinet Minute No. 19 CT 2026 (2026–2031) during its meeting held in Entebbe on 13 July 2026.
The workshop brought together representatives from key Government Ministries, Departments and Agencies, regulatory bodies, local governments, the private sector and academia, including PPDA, National Planning Authority, NEMA, URA, NWSC, Uganda Police Force and Makerere University, among others.
The stakeholder engagement marks an important step in the development of a comprehensive framework for the management of plant, machinery and vehicles, aimed at strengthening coordination, efficiency and accountability throughout the asset lifecycle.
