MINISTER SIRAJ ALI SECURES AGREEMENT ON EXPRESSWAY RELOCATION

The Uganda Police Force (UPF) and the National Water and Sewerage Corporation (NWSC) have agreed to relocate their affected facilities next week following a request by the Minister of State for Works, Hon. Siraj Ali, to facilitate progress of the Busega–Mpigi Expressway project.

The agreement was reached on 28 October 2026 during an on-site meeting in Mpigi District between the Minister, the Inspector General of Police, Abbas Byakagaba, and Eng. Alex Gisagara, NWSC Advisor for Engineering Services, who represented the Corporation’s Managing Director. The relocation is expected to proceed as compensation processes continue.

The NWSC office in Mpigi District affected by the construction of the Busega–Mpigi Expressway, scheduled for relocation next week.

The affected facilities include six UPF staff houses at the police barracks and NWSC offices. The Minister also requested NWSC Area Manager, Maxi Omuntu, to proceed with relocating the offices. Omuntu informed the meeting that a building had been identified in town to accommodate the offices.

The Inspector General of Police also indicated that he would sign a letter to facilitate the release of the project right of way upon returning to his office.

The Minister was accompanied by Ivan Tugume, the Ministry’s Principal Land Officer, and the project team.

During the visit, the Minister also followed up on the compensation case of Project-Affected Person (PAP) Kyobe Kizito at Lungala in Mpigi District. The case remains before court, and the project team will follow up after the file could not be traced during the visit.

The engagements aim to address outstanding relocation issues, facilitate access to the project corridor and support progress of the Busega–Mpigi Expressway works.
