The Minister has directed the contractor undertaking the Kira–Matugga Road Project to immediately accelerate construction works, reiterating Government’s commitment to delivering the strategic road on schedule.
During an inspection of the project, the Minister described the Kira–Matugga Road as a critical transport corridor that will ease traffic congestion in the Greater Kampala Metropolitan Area and improve connectivity for motorists travelling between northern and eastern Uganda without passing through the city centre.
The Minister expressed concern over the slow pace of works despite the contract extension to July 2027, noting that the current progress remains below expectations. He emphasized that Government has honored its financial obligations to the project and that funding remains available to support implementation.
Addressing the challenges that have affected progress, the Minister noted that delays in land acquisition and compensation had constrained the contractor’s access to some sections of the project. He, however, confirmed that the outstanding right-of-way issues are being resolved and that compensation for the remaining Project Affected Persons (PAPs) will commence immediately to enable uninterrupted construction.
To improve conditions for road users during construction, the Minister directed the contractor to unadertake regular dust suppression and routine maintenance of unfinished sections of the road while works continue.
He further instructed the contractor to substantially complete the Kyaliwajala-Kira section by December 2026, with the remaining stretch to Matugga to be completed shortly thereafter.
The Minister warned that no further extension of the contract would be granted and reaffirmed Government’s commitment to ensuring timely completion of the project, value for money, and improved service delivery for all Ugandans.
