Ministry Advances Digital Bridge Management with Validation of e-BMS

The Ministry of Works and Transport, in collaboration with the United Nations Office for Project Services (UNOPS), has completed the validation of the Electronic Bridge Management System (e-BMS) following a stakeholder validation meeting held at Courts View Hotel in Mbale City.

The validation exercise is part of ongoing efforts by the Ministry to strengthen the management, monitoring, inspection and maintenance of bridges across the country through the adoption of digital technologies and improved infrastructure management systems.

The meeting brought together relevant stakeholders to review the outcomes of the e-BMS development process and assess the system against the operational and technical requirements for effective bridge management in Uganda.

During the validation exercise, participants reviewed the functionality, effectiveness and usability of the system, while providing technical and operational feedback to ensure that the e-BMS responds to the needs of the institutions and technical teams that will use it.

The stakeholders also reviewed the high-level strategy and roadmap framework proposed for the implementation of the e-BMS. The discussions focused on how the system can be effectively integrated into existing bridge management processes and how its implementation can be phased to support sustainable adoption.

Participants provided technical input on various aspects of the system, including areas requiring further refinement, improvement and clarification. The validation process also provided an opportunity to identify gaps and challenges that need to be addressed before the system is fully implemented.

The e-BMS is expected to provide a more structured and efficient approach to bridge management by supporting the collection, management and utilization of bridge-related information. Such information is critical for planning inspections, prioritizing maintenance interventions, monitoring bridge conditions and supporting evidence based decision making.

The system will also contribute to strengthening the Ministry’s capacity to maintain an updated understanding of the condition and performance of bridges across Uganda. Improved access to reliable and timely bridge information can support the identification of maintenance needs and help guide the allocation of resources to priority interventions.

The collaboration between the Ministry of Works and Transport and UNOPS forms part of efforts to enhance institutional capacity and promote the use of modern approaches in the management of Uganda’s transport infrastructure.

Following the validation exercise, the feedback and recommendations generated by stakeholders will be consolidated and used to guide further refinement of the e-BMS. The input will also inform the development of a clear and practical implementation roadmap for the system.

The implementation roadmap is expected to provide direction on the next steps required to operationalize the e-BMS, including institutional arrangements, technical requirements, capacity building, user adoption and other considerations necessary for sustainable implementation.

The Ministry will continue working with relevant stakeholders and development partners to strengthen bridge management practices and ensure that infrastructure assets are effectively monitored, maintained and managed throughout their service life.

The successful completion of the validation marks an important step towards establishing a more coordinated and technology driven approach to bridge management in Uganda. Through the e-BMS, the Ministry seeks to enhance the availability of bridge information, improve maintenance planning and ultimately contribute to safer, more resilient and sustainable transport infrastructure.
