Promoting Safety in the Aviation Industry through
(1). Submission and distribution of investigated aircraft accident reports that contained safety recommendations.
(2). Submission and distribution of a confidential incidences and occurrence reports.
(3). Submission and distribution of researched aircraft accident and incidents reports.

Who we are

Uganda is one of the 193 Contracting Member States to the International Civil Aviation Organization (ICAO), legally referred to as the Chicago Convention of 7th December 1944. Uganda ratified the Chicago Convention on 10 April 1967.


The Aircraft Accident and Incident Investigation Unit (AAIIU) was established under the Civil Aviation (Accident and Incident Investigation) Regulations 2020, and its mandate has been reinforced by subsequent amendments in 2022 and 2024, to fulfil Uganda’s obligations to the Chicago Convention and ICAO Annex 13.


The AAIIU is entirely separate and independent from the Aviation regulator (UCAA), judicial authorities, policymakers and service parastatals under the Ministry. The objective of every investigation is to determine the safety factors and, where possible, the probable cause and the prevention of accidents or serious incidents, but not for the purposes of apportioning blame or liability.

Our Mandate

To investigate aviation occurrences (incidents and accidents) to identify deficiencies in the aviation system and make recommendations as necessary so that those identified deficiencies do not lead to future occurrences.

 

The AAIIU does not assign faults, or civil, or criminal liabilities. Instead, the aim is to understand the aspect of aviation system that might have led to the decisions made on the day of the occurrence.

 


The AAIIU was created and became the official independent Aviation Accident and Incident Investigation Unit for Uganda on 18th April 2019 to comply with the Standards and Recommended Practices (SARPs) of the Convention on International Civil Aviation (ICAO).

Objectives
The fundamental objective of the AAII Unit is to improve aviation safety by determining the circumstances and causes of air accidents and serious incidents and making safety recommendations intended to prevent re-occurrence of a similar accidents or incident.
It is not the purpose of this activity to apportion blames or liability.
The fundamental objective of the AAII Unit is achieved through the following:
a) Conducting thorough, impartial, systematic and timely investigations
b) Identifying safety issues clearly and the underlying contributing factors which are clearly understood by all concerned.
c) Promoting effective safety actions
d) Harnessing expertise and information necessary to its safety role
e) Focusing its resources in the areas that are most likely to result in safety improvement.
f) Promote generally the development of all aspects of international civil aeronautics.
