WHO WE ARE

Welcome to the Ministry of Works and Transport 

The Ministry of Works and Transport exists to formulate policies, plans, set standards, build capacity, carryout advocacy, regulate, monitor, and evaluate the works and transport sector.

The Ministry also provides policy and strategic guidance to parastatal bodies under its supervision namely Uganda National Roads Authority (UNRA), Civil Aviation Authority (CAA), Standard Gauge Railway and Uganda Railways Corporation (URC).

In regard to Uganda Road Fund (URF), the Ministry provides political and operational oversight in collaboration with the Ministry of Finance, Planning and Economic Development which is the parent Ministry.

The Works and Transport sector is a cluster of priority sectors of the economy comprising public building works, road, railway, water and air transport.

The Vision of MoWT is: " To provide reliable and safe Works, Transport Infrastructure and Services"

The Mission of the MoWT is: "To promote adequate safe and well maintained Works and Transport infrastructure and services for social economic development of Uganda"

The Mandate of the MoWT is to: 

  1. Plan, develop and maintain an economic, efficient and effective transport infrastructure
  2. Plan, develop and maintain economic, efficient and effective transport services by road, rail, water and air
  3. Manage public works including Government structures and
  4. Promote good standards in the construction industry

    Overview of Uganda's Transport Sector

    Road sub-sector

    In FY 2020/21, a total of 221km of national roads and 120km of town roads were upgraded to bituminous standards
    while 167.7km of national roads were rehabilitated. Also, 16 (sixteen) bridges on the national roads network were completed.

    Air sub-sector

    The Government continued to undertake major development projects in air transport. The two key projects are the expansion of Entebbe International Airport which was at 75.1% in level overall progress at the end of the FY 2020/21 as compared to 73% in the FY 2019/20.

    Rail sub-sector

    Railway Transport sector recorded an improvement in operations. The transit days reduced to an average age of 20 days by the end of the FY from 41 days last year while the wagon turnaround days were at an average of 37 days compared to 47 days the previous year.

    Inland Water sub-sector

    Achievements under development of new Kampala Port in Bukasa where; 233 Project Affected Persons (PAPs) of the project had been compensated by the end of the FY 2020/21.
