The objective of the Uganda Support to Municipal Infrastructure Development Program Project (USMID) is to enhance the institutional performance of program Municipal Councils (MCs) to improve urban service delivery.
The program will also involve a range of administration, oversight and support activities to be undertaken by the relevant central government entities responsible for the various elements of the implementation of the Program. The main aim of the program is to enhance the capacity of the targeted municipalities to improve urban service delivery in the context of a rapidly urbanizing society in which significant service delivery responsibilities have been decentralized.
The Overall Program Objective is to enhance the institutional performance of the 14 Municipal Councils to improve urban service delivery. The participating Municipal Councils (MCs) are; Arua, Lira, Gulu, Soroti, Entebbe, Mbale, Tororo, Jinja, Masaka, Hoima, Fort portal, Mbarara, Kabale and Moroto.
Under the entire USMID project, Infrastructure construction provided direct employment to 2,716 people of which 442 were female representing 16.3% of the entire workforce. The project has also improved 66,113 square meters of green area and planted 2,407 trees.
The Project
Gulu Municipality as one of the 14 recipients of the infrastructure development grant under the World Bank funded Uganda Support to Municipal Infrastructure Development (USMID). It is believed that through this improved road network, transacting business with neighboring districts as well as South Sudan will greatly improve thus leading to transformation of livelihoods.
The project requires upgrading the roads from gravel surface road to an Asphalt surface layer of 50mm, with base course and sub-base layers. A carriage way of 7 m total width with two lanes in opposite direction, a parking lane each side, a cycle lane on each side, 1.5m walkways on each side of the road, street lights, service ducts and drains.
